Two Documents, Two Parties, in That Order

Texas rule 16 TAC section 78.100 is specific about who produces the plan. An assessment consultant, not the remediator, prepares a mold remediation protocol for each project, and that protocol has to name the rooms or areas the work covers, the estimated quantities of material to be cleaned or removed, the methods for each type of remediation in each type of area, the protective equipment the remediators will use, the containment proposed for each type of area, and the clearance procedures and criteria. It has to reach the client at least one calendar day before remediation activities begin.

A second document follows it. Under 16 TAC section 78.120 the remediation work plan has to be specific to the project, satisfy every requirement of the protocol, spell out how the work will actually be performed, and reach the client at least a calendar day before preparation work starts. Two documents, produced by two different parties. The protocol says what has to happen. The work plan says how it will be done, and it has to answer to the protocol rather than the other way round.

Here is what that buys you: the party doing the removal never sets the size of the job. Never accept a mold quote from a company that also told you how much mold there is.

What We Do Once You Have the Protocol

We build containment to whatever the protocol specifies. The area is held at lower pressure than the rest of your house so air moves in and never out, and there is a plain visual check on that: the sheeting should pull inward on every surface. If it puffs outward, containment has been lost and it gets fixed before the work continues. Supply and return vents inside the containment get blocked, and no air is recirculated in there during active work.

Then removal, which is the actual job. Physically taking the contaminated material out is the primary method of remediation, and spraying a product over growth to cover it up is not remediation at all. That includes growth that is dormant or dried out and growth on the back face of a panel, because actual growth counts whether it is active or not and whether anyone can see it or not. What comes out and in what quantity is what the protocol specifies.

Antimicrobial treatment comes after removal, on cleaned surfaces, as a complementary step rather than a substitute for taking material out. Coatings rated to kill mold do not go over active growth. Fogging a building is not remediation either; health guidance advises against it because the delivery does not give enough concentration and contact time, and the material still has to come out afterward. Final cleanup is HEPA filtered vacuuming and damp wiping once things are dry and the contaminated material is gone, including settled dust just outside the work zone.

What We Will Not Touch

We do not test, inspect or assess mold. Not with a swab, not with an air sample, not with a camera down a wall cavity, and not for free as a way of getting in the door. We do not find or map hidden growth, because establishing where it goes is the assessor's work and it arrives to us already written down.

We do not refer, recommend, name, arrange or coordinate an assessor. You find and hire that person independently, and the same independent assessor is the one who verifies clearance after we finish. We do not schedule clearance, attend it as a party to it, or tell you it will pass. There is no federal limit for mold in indoor air to pass or fail against in the first place, so anybody offering to certify a building free of mold is selling something that does not exist.

Stopping whatever let the water in is not our trade either. Plumbing, roofing, grading and condensate work belong to those trades, and neither does the rebuild: putting board, trim and finishes back is a separate contractor. How Your Space Gets Classified, and Why It Matters

The industry framework sorts an indoor space into three conditions. Condition 1 is normal fungal ecology: settled spores, fragments and traces of growth at levels reflective of a comparable indoor space. A normal room, in other words, because no building is sterile.

Condition 2 is a space contaminated mainly by settled spores that traveled from somewhere else. Condition 3 is actual growth, active or dormant, visible or hidden. Which condition applies where is in the protocol, written by your assessor. We read it. We do not decide it.

The classification changes three practical things: what containment is built, what leaves the building, and how the waste is handled. Federal guidance scales containment with the affected area, with limited containment generally recommended between about 10 and 100 square feet using a single layer of sheeting with a slit entry and covering flap, and full containment above roughly 100 square feet or wherever the occupied space would otherwise be further contaminated, using double layers and a decontamination chamber to step through. The same guidance is explicit that professional judgment still governs, because heavy growth in a small area can release more than light growth over a large one.

Square footage is also not the scope on its own. Health guidance is direct that size alone does not account for hidden growth or for the setting the building is in, which is another reason the extent comes from an assessment rather than from what is visible on a wall.

When the Sheeting Comes Down

What Your Room Is Like When We Finish

You get back a stripped, cleaned, dried space with the containment removed and the affected material gone. Not a finished room. Board, trim, paint and flooring are a builder's work, and the framing behind an opened wall should read dry on a meter before any of it is closed back up.

The result is also not zero, and any company implying otherwise is setting up a disappointment. The stated goal of remediation is returning a Condition 2 or 3 space to Condition 1, normal fungal ecology for a comparable indoor space, and post-remediation sampling results are almost never zero because outdoor mold drifts back in as soon as the work finishes. Normal is the target. Sterile is not on the menu anywhere.

What decides whether it holds is the water. Clean up growth and leave the moisture problem in place and it comes back to the same wall. Federal guidance is to keep indoor humidity under 60 percent and ideally between 30 and 50, which is the cheapest thing you can do afterward.

Below that threshold the picture is different and worth confirming for your own situation rather than assuming either way, since the extent is established by an assessment and not by what is visible. What material actually comes out, and what stays in place?+
The protocol specifies it, and the general shape is that porous material carrying growth comes out while cleanable material stays and gets treated. Drywall, insulation, baseboard and sometimes subfloor are the usual removals, because nothing sprayed on a surface reaches growth that has gone into the material. Growth on the back face of a panel or inside a cavity comes out with the visible growth. Framing, slab and hard surfaces generally stay, get cleaned, and then get an antimicrobial as a follow-up step rather than as a substitute for removal.
